Teck American Incorporated, with the oversight and approval of EPA, has assembled an experienced team of environmental scientists and engineers who will conduct studies of the Upper Columbia River. These experts are responsible for completing the expanded studies. They will design and implement field sampling and analytical programs that will help them evaluate the nature and extent of contamination, determine the presence of unacceptable risks and decide what actions may be necessary to alleviate the risks. Combined, the technical team of experts and professionals has over 150 years of experience in these kinds of studies and assessing risks associated with potential contaminants to human health and the environment.

Dr. Jennifer Holder
Partner and global leader of sediment and watershed services at ERM, Dr. Holder’s practice focuses on assessing contaminated sediment sites throughout the U.S. and globally. Her experience evaluating the impacts of stressors on the environment has resulted in her key role in directing, managing and conducting risk assessments at contaminated sites, addressing clean water act issues, and determining injuries for natural resource damage assessments.
Dr. Doug MacNair
Dr. MacNair focuses on helping his client’s value environmental and natural resource services in their decision making using quantitative economic and business tools. These tools have been used in a wide variety of settings including human-health risk assessments. Dr. MacNair has extensive experience in natural resource economics. He has developed comprehensive cost-benefit analyses about recreational benefits such as fishing, hiking, and hunting and the economic health effects of air pollution. He has managed numerous recreation surveys of the public, conducted focus groups, and conducted stakeholder meetings.
Dr. John Toll
Partner at Windward, Dr. Toll built his practice on the conviction that multi-disciplinary technical expertise – in the social and decision sciences and the natural sciences – plus meaningful engagement with stakeholders is essential for solving environmental problems. Dr. Toll is recognized for his work in ecological modeling and risk assessment as well as environmental decision analysis.
Robert (Bob) C. Santore
Environmental Scientist at Windward 20 years of experience. Mr. Santore brings experience in environmental and aquatic chemistry, regulatory issues, site-specific criteria, water quality and chemical modeling. His recent work has focused on the development of mechanistic models to explain and predict the bioavailability and toxicity of metals in the environment; including development of the Biotic Ligand Model (BLM).
Dr. Rosalind A. Schoof
Principal at Ramboll and a board-certified toxicologist. Dr. Schoof supervises and assists in the coordination of the human health risk assessment. She directs evaluations of risk exposure levels, and assessments of exposure to chemicals in the environment.
Chad is an Aquatic Ecologist at HDR, Inc. specializing in water quality, benthic macroinvertebrate, fisheries, and habitat assessment. Chad regularly leads and contributes to surface water studies using his background in aquatic ecology, invertebrate and fish ecology, statistics, and experimental design. He has worked in over 100 streams and rivers in the western United States involving ambient monitoring, impact assessment, resource management, and restoration. Prior to HDR, Chad led the WA Department of Ecology’s statewide bioassessment (benthic macroinvertebrate) program and contributed to statewide water quality monitoring programs.

President and Founder of EnviroComp Consulting, Inc., Dr. Zannetti has performed studies and scientific research in environmental sciences for more than 40 years. His activities have covered pure research in the fields of atmospheric diffusion and numerical computation, written publications, seminars and courses, project management, environmental consulting, editorial productions, and expert testimony. His major field of investigation and competence is air pollution.
